Memorandum

According to The By-laws of The Hong Kong University Students’ Union Council, on any agendum, every Councillor can prepare and submit a written memorandum to the Union Council expressing their views on the matter. This page records the written memorandum presented by Councillors since Session 2015.

Session 2015

12th Emergency Council Meeting

Memorandum 1 by CHIU Wing Chung (UAS2)

The Union Council regrettably and undesirably exercised its power of interpretation of the Union Constitution in its withdrawal of Motion No. 4 in the General Polling of Union Session 2015.

Memorandum 2 by CHIU Wing Chung (UAS2)

The Constitution Review Committee, HKUSU Council shall review the procedures of withdrawal of motions in General Polling in order to avoid any undesirable interpretations of the Union Constitution.

Memorandum 3 by CHIU Wing Chung (UAS2)

The withdrawal of Motion No. 4 in the General Polling of Union Session 2015 shall be identified as an independent case which does not serve as any reference.


Session 2016

1st Ordinary Council Meeting

Memorandum 1 by LEE Hei Shun (PC2)

Concerning the appointment of members in Council Committees, including Standing Committees, Judicial Committee and Committees ad hoc, either a written application or the presence of the member applying is required to justify his qualification as a member of the Council Committees, as suggested by PC2, UC16.

12th Emergency Council Meeting

Memorandum 1 by FUNG Jing En (PP)

PP’16 deems that HKUSU council should consider if Internal Regulation Section Two, Article 3.1.2 and 3.1.3 are applicable to Popularly Elected Union Councillors.

Memorandum 2 by CHAN Ka Ho (PC1)

PC1’16 deems that HKUSU council should consider if Internal Regulation Section Two, Article 3.1.2 and 3.1.3 are applicable to Campus TV, H.K.U.S.U. and Undergrad, H.K.U.S.U.

Memorandum 1 by TSE Martin Kiu Sing (ECU)

The motion of the Annual Debate 2017 is considered under the circumstance of the recent incidents regarding the joint-statement by Heads of Universities.
