The post of Chairman of the Council of the University of Hong Kong must be filled by a candidate who is acceptable to the members of its teaching staff, non-academic staff and students.
Arthur LI Kwok-cheung is not suitable to hold any position under the governance structure of the University of Hong Kong.
The Hong Kong University Students’ Union shall withdraw from the Hong Kong Federation of Students.
From 2017 onwards, civil nomination shall be adopted to nominate candidates for the HKSAR Chief Executive Election.
From 2017 onwards, members of the nomination committee responsible for the HKSAR Chief Executive Election shall be elected according to the principle of “one person, one vote” with equal weighting votes.

To demand the HKSAR Government to implement universal suffrage for the 2012 Legislative Council elections and to abolish all functional constituency seats by the 2012 elections.
The organizational responsibilities concerning Popularly Elected Union Councillors shall not be further expanded when amending the By-Laws.
The motion (in a General Polling) shall be declared carried if the number of votes cast for a motion exceeds the number of votes cast against the said motion and the aggregate number of the votes for and against the said motion exceeds the number of abstain votes.
The report of the Union Exco shall be adopted individually.
1. No fund shall be set up under the name of HKUSU save with the final approval of the Union Council, and paragraphs stating the aim, managing body, managing policy and termination, if applicable, shall be included in the Financial Regulations.
2. At least two considerations shall be taken. They are
a) the symbolic meaning of the fund,
b) effect on the Students’ Union activities.
That the function of the Undergrad Editorial Board be pertained to that the publication of the Undergrad & that the Union Council should be consulted concerning any activities which are not related to publication & aim at outside society. Also the Union Council demands CRC devise procedure enabling the Council be consulted in this matter.
That the Council Chamber be decorated e.g. with names of the Past Union President to raise the prestige of the President.
“The President of the previous Union Session” shall mean the President holding office at the end of the previous Union Session.
The attendance of the Vice President (External) in the regular meetings in the HKFS should be one of the considerations in the determination of the amount of the Presidential Subsidies.
To request the Financial Secretary of the Executive Committee of HKUSU to keep the record of the Union subscription fee, and make necessary updates periodically between the Union office and the Finance Office of the University.
All Union sub-organizations, when facing any legal procedures, shall immediately inform the Union Council. Otherwise, that Union sub-organization shall bear own consequences.
All Union sub-organizations shall have the responsibility of promoting the Union Song.
Singing of the Union Song shall be done immediately after the beginning of Council Meetings of Sports Association, Cultural Association and Independent Clubs Association and the commencement of the Presentation Day held by Sports Association.
All Union sub-organizations shall promote the Union Song in their orientation programmes, if any.
All hall associations, faculty societies, departmental societies, SA clubs/societies, ICA clubs/societies should submit an updated constitution to CRC of Union Council within the first month of Union Council session.
1. the exact dates of the orientation campus held, including floor orientations;
2. the aims and themes of the orientations campus held;
3. the ways in which the orientation guidelines are publicized;
4. the total numbers of the participants who are freshmen to Halls of the orientation campus and the withdrawal number during the orientation period;
5. reasons should also be given, if,
I. the number of withdrawal cases reaches 10 or above; or
II. the percentage of withdrawal rate is 10% or above of the total number of the participants who are freshmen to Halls.
“Hall Associations, in particular, orientation programme organizers, should take into consideration the following guidelines in the planning and implementation of Hall orientation activities.”
1. that the main objective of Hall orientation programmes is to assist and to facilitate residents’ transition into a new living and learning environment;
2. that organizers of Hall orientation programmes should give special consideration to matters concerning participants’ academic programmes during the orientation period;
3. that no penalty or pressure should be imposed on residents for in-completion of any part of the orientation programmes; and
4. that at no time during the orientation programmes should the dignity and right of an individual be infringed upon.
The Union Council reserves the right of final interpretation of the above guidelines.
香港大學學生會及其屬會，除得香港大學學生會財務委員會批准外，所有銀行戶口必須在香港上海匯豐銀行 (Hong Kong and Shanghai Banking Corporation) 開設。
That this Council demands that no newly formed sub-organizations can use its name to organize activities before the formal declaration of its establishment in its first general meeting or general polling.
If there is any trouble caused by the sub-organizations’ putting up posters in public, the sub-organization involved shall bear the whole responsibilities themselves.
The composition of the Council of the University of Hong Kong shall ensure that the opinions and interests of teachers, staff and students of the University are fully represented and considered.
The Chancellor of the University of Hong Kong shall be a titular post.
The Chief Executive of HKSAR shall not be the ex-officio Chancellor of the University of Hong Kong.
The Union deems it necessary for all commercial activities in the campus to incorporate elements of “Corporate Social Responsibility”.
The Union Council regards all deposits owed by Sports Association, HKUSU to other Union sub-organizations, for holding the inter-hall and inter-faculty sports competition, during or before Sports Association Session 2009-2010 shall now be deemed to have been paid. All Union sub-organizations shall only be entitled to claim deposits owed by Sports Association starting from its Session 2010-2011.
The Council adopts the partial affiliation of Lee Hysan Hall Students’ Association to HKUSU. Partial affiliation shall mean the organization enjoys all the general rights stated in the HKUSU Constitution except the representative from the organization to the Council shall be Official Observer only; and shall bear the general responsibilities stated in HKUSU Constitution. The status shall start as soon as the organization is formally set up and be reviewed a year after.
Motion that the Union Council requires the student senators as a whole to submit a report to University Affairs Committee two weeks after each Senate meeting. The UAC will include their report in its quarterly report to Union Council.
Last year, 2 new sub-organizations (Business Association & Lee Chi Hung Hall Student Association) were partially affiliated to the Union. When dealing with these two cases, the Committee realized that there were no guideline and procedures to set up a new sub-organization. The Committee followed the procedure mentioned below,
I. interested parties should submit a draft of constitution of their sub-organization to this Committee (CRC);
II. after approval from the Committee, the draft (with amendments if necessary) should be received and adopted in the general meeting or general polling of the sub-organization. The general meeting and polling should be convened in the procedures in their constitution draft;
III. the constitution draft is then declared as valid and under the scrutinization of Union Council. The Union Council can then decide the partial affiliation of the sub-organization upon its request;
For ICA/SA clubs, the draft should first sent to the constitution review committee of their respective council before step (I), and their final constitution should be adopted by their respective council, before submitting to the Union Council. For departmental societies, their final constitution only needs approval from their faculty council. (Step (III) need not be performed).

In the coming Union Council Session, the Council shall consider the official affiliation of the 2 sub-organization mentioned above. Last year the Committee followed the criteria mentioned below to consider the official affiliation of Wei Lun Hall Students’ Association.
I. whether the sub-organization followed its own constitution;
II. whether the sub-organization followed the rules of the Union, and;
III. whether there is an executive committee in that particular session of the sub-organization.
Any negative answer to the above 3 points may rile its official affiliation application
to the Union.
